We are searching for an experienced Country-based Monitoring, Evaluation & Learning Consultant at our Senegal facility. 

Project overview:

The Challenge Fund for Youth Employment (CFYE) is a 7-year and €134 million program funded by the Netherlands Ministry of Foreign Affairs, that aims to create a prosperous future for 230,000 young women and men in the Middle East, North Africa, Sahel & West Africa, and Horn of Africa regions. The Fund supports initiatives in 11 countries that offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection.
Private sector, civil society and knowledge institutions submitted proposals through Challenge Calls geared to scalable solutions for creating more and better jobs and income generating opportunities for youth. Solutions focus on an integrated approach that addresses the shortcomings on the demand side (jobs) and supply side (skills) and bridging the mismatch between these two in the labour market.  

Role Summary:

Monitoring, Evaluation and Learning (MEL) Consultant in Senegal will support implementing partners projects’ monitoring progress with a verification approach of outcomes to assure the quality of data provided. The portfolio in Senegal is currently consisting of 6 Implementing partners with a significant number of indirect (Jobs not directly created by our implementing partners but are a result of their collaboration with the CFYE) and improved jobs (Existing jobs that will be ameliorated by the implementing partners in terms of income or work condition or jobs security through the CFYE program) to validate. The MEL Consultant will propose a methodology to ensure the verification of these Ips’ jobs outcomes. This includes data quality assurance process, verification, basic analysis on project’s progress and any others needs that may arise. 

Specific Activities:

The activities of the MEL consultant include the following:

– Develop a methodology for the verification exercise.
– Review quarterly and annual results submitted by implementing partners and conduct data quality assurance activities in accordance with CFYE guidelines based on a pre-agreed sampling of beneficiaries (including outcome verification, site visits, phone interviews, focus groups etc).
– Summarize findings from outcome verification and share feedback with the Country team and central MEL team as well as the IP.
– Attend the project progress review meeting to discuss findings and implications of the outcome verification exercise.
– Support additional project monitoring activities (e.g. data collection from IPs and/or beneficiaries) as required.

Deliverables:

– Approved methodology for verifications
– Summarized findings from outcome verification activities using provided templates or agreed methodologies
– Timesheet needs to be included as a deliverable.

Level of Effort and Reporting:

  •  The MEL Consultant will report directly to the Country Lead. However, he will need to work and coordinate closely with MEL Advisor and MEL central team on technical oversight.
  • The level of effort for this role will be partial time from 02/05/2025 – 31/08/2026 depending on consultant’s performance during the first quarter of this collaboration.
  • Total input: 35 days including site visits, phone interviews, focus groups and final detailed report highlighting key findings.

Required qualifications:

  • Excellent attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities while meeting timelines
  • Experience using both qualitative and quantitative data collection/research techniques, and advising programme partners on the use of appropriate research techniques
  • Expertise in MEL, including experience developing and refining Results Chains/Theories of Change and Results Frameworks, indicator selection, baseline assessments, and setting target.
  • Experience working on job creation programmes and knowledge of the key data quality risks in job creation programmes preferable
  • Ability to work independently while maintaining good communication about the progress and reaching out for support from the Country Lead or MEL Advisor as needed on technical or operational questions.
  • Flexibility to work in a non-office setup or from implementing partners’ premises.
  • Fluency in English, French and Wolof

Minimum requirements:

  • Based in Senegal and has the right to work in Senegal
  • Relevant academic qualifications in Monitoring and Evaluation, Statistics, Economics, Development Studies, Business Administration or related fields.
  • Proven experience in conducting data quality assurance processes, including results validation/verification for results self-reported by partners.

Willing to travel to IPs around the country
