CFYE Overview

The Challenge Fund for Youth Employment (CFYE) is a 7-year programme funded by the Netherlands Ministry of Foreign Affairs, that aims to create a prosperous future for 230,000 young women and men in the Middle East, North Africa, Sahel & West Africa and Horn of Africa regions. The Fund will be supporting initiatives in 11 focus countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection.

Assignment Overview

This assignment is to design and develop an Animated Infographic that visually illustrates CFYE’s journey from its launch to the present day. The infographic should creatively depict the start of each phase, showing the growth and evolution of those phases, along with their corresponding metrics, throughout CFYE’s lifetime.

The product must be dynamic, fun, catchy and suitable for publishing across BTL and ATL online medium.

Objectives and Activities

The assignment aims to;

1. Highlight in simple, creative, memorable and shareable manner key achievements of the CFYE, and amplify the entrepreneurship impact of the programme, clearly but creatively highlighting key aspects of the programme including but not limited to:

  • Multi-sector, multi-country scope
  • Geographic reach
  • Local context of hired teams
  • Co-funding
  • Grand size of the progamme in terms of funding
  • Grand size of the programme in terms of number of businesses

2. Engage the wider entrepreneurship and innovation ecosystem through a design that resonates and encourages sharing

3. Act as an easy to share concise material for external dissemination and targeted sharing

Operational Arrangements

The selected Service Provider (freelance designer, agency, or production house) will be responsible for the end-to-end development of the animated infographic. The Service Provider will report to Ahmed Darwish. CFYE will ensure making available all content and brand assets needs. The Service Provider (freelance designer, agency, or production house) will work actively together with the CFYE team in the preparatory phase. During the preparatory phase, the CFYE team will support the Service Provider (freelance designer, agency, or production house) in the development of the concept, design, and look-and-feel. Where needed, final approval on creative direction and content design will be made by the CFYE.

The Service Provider (freelance designer, agency, or production house) is expected to include commercial considerations for any tools needed to complete the assignment.

Core Competencies

The selected Service Provider (freelance designer, agency, or production house) should demonstrate that it has the following core competencies:

1. Conceptual & Creative Skills

  • Ability to translate complex concepts, timelines, and data into clear, compelling visual narratives.
  • Strong creative direction and concept development capabilities, offering innovative approaches aligned with CFYE’s brand identity.
  • Proven experience in designing visuals that are consistent with established brand guidelines, tone, and messaging.

2. Visual Design Skills

  • Solid foundation in graphic design principles, including typography, color theory, composition, and hierarchy.
  • Capability to produce original illustrations, icons, and visual assets or adapt existing brand elements as needed.
  • Expertise in data visualization to present quantitative information in an engaging and accessible format.

3. Animation & Motion Design Skills

  • Strong grasp of motion design principles, including timing, easing, transitions, and movement for clarity and impact.
  • Ability to transform static visuals into animated sequences while maintaining message clarity.
  • Proficiency in visual storyboarding to plan sequences, scenes, and transitions effectively before production.

4. Communication & Collaboration

  • Ability to work closely with project stakeholders to gather requirements, interpret feedback, and ensure alignment.
  • Flexibility to incorporate iterative feedback and adapt creative solutions accordingly.
  • Proven track record of collaborating with multidisciplinary teams, including subject matter experts, copywriters, and project managers.

5. Technical Delivery Skills (Software-Agnostic)

  • Capacity to deliver final animations in multiple formats (e.g., MP4, MOV, GIF, interactive formats) suitable for various platforms (web, social media, events, and presentations).
  • Ability to adapt deliverables for different durations, screen sizes, and aspect ratios without compromising quality.
  • Commitment to quality assurance, ensuring smooth playback, correct formatting, and visual consistency across all deliverables.

6. Project Management & Professionalism

  • Proven ability to manage timelines and deliver high-quality outputs within agreed deadlines.
  • Willingness to provide editable source files and relevant usage guidelines, if required.
  • Adherence to confidentiality, data protection standards, and compliance requirements for sensitive information.

Minimum Requirements

The selected Service Provider (freelance designer, agency, or production house) should demonstrate at least the following:

  • At least 5 years of professional experience in motion graphics, animated infographics, or related visual storytelling.
  • Submission of a portfolio demonstrating at least 8 completed projects of similar scope, complexity, and audience type.
  • Experience creating data-driven visual narratives or projects that communicate metrics, timelines, or processes effectively.
  • Demonstrated skill in translating complex ideas or data into clear, visually engaging stories.
  • Proven experience maintaining brand alignment in creative outputs.
  • Ability to conceptualize and storyboard an animated infographic from start to finish.
  • Capacity to handle confidential or proprietary information responsibly.
  • Must be legally able to operate and sign contracts in the relevant jurisdiction (Netherlands or international with valid contracting status).

Level of Effort and Reporting

CFYE expects that the assignment will start in September 2025 and run until December 2025. We roughly expect this assignment to require the following level of effort:

  • Onboarding, discovery and briefing with CFYE
  • Concept Development
  • Storyboarding and Visual planning
  • Design & Asset Development
  • Animation Design
  • Review & Iteration
  • Final Delivery

We expect to have the following submissions completed by:

  • First draft: By October 15th, 2025
  • Second draft: By October 24th, 2025
  • Final full copy: By November 3rd, 2025

Based on an estimated 2 months for this assignment, CFYE will disburse the budget in tranches based on three milestones:

  • Upon signature of contract: 33%
  • Upon reception of first full draft insights paper: 33%
  • Upon completion of assignment: 33%

Contractor responsibilities

  • To be prepared to sign the Standard Contract Terms.
  • To have in place insurance policies covering Professional Indemnity and Public Liability.
  • To have any relevant registrations (including tax registrations) in the activity Jurisdiction

Conditions of Tender

Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

1. Relevant Experience & Expertise (40%)

  • Demonstrated track record in producing animated infographics and motion graphics
  • Evidence of experience in translating complex data and narratives into compelling visual formats.
  • Quality and experience of proposed team members
  • Ability to produce deliverables in multiple formats and adapt for various platforms.
  • Quality assurance processes to ensure smooth playback and formatting accuracy.

2. Portfolio Quality & Creative Alignment (35%)

  • Visual style, storytelling approach, and creative execution in the submitted portfolio.
  • Alignment of past work with the expected look and feel of CFYE’s brand and vision (contextual assessment by the evaluation panel).
  • Originality, clarity, and impact of presented animations and design work.

3. Approach & Methodology (15%)

  • Storyboarding and conceptualization process to ensure clarity before production.
  • Processes for feedback incorporation and iterative refinement.

4. Project Management & Timeliness (10%)

  • Capacity to meet deadlines within agreed timelines.
  • Communication style and responsiveness.
  • Experience working collaboratively with multi-stakeholder teams.

CFYE reserves the right to reject any or all proposals received, to negotiate with any qualified proposer, and to waive any irregularities or informalities in the proposals received. CFYE also reserves the right to cancel this ITT at any time. The CFYE is not bound or required to accept the lowest priced Tender or any Tender. A Tender will not be deemed to be accepted unless and until a Contract is signed by the CFYE and the Tenderer (with the agreed commercial terms included).

If your quote is successful, you will be required to enter the Company’s standard contract for the types of goods or services being provided. In the provision of the Goods and Services, you will be required to comply with the Company’s policies, including (without limitation) its Business Partner Code of Conduct and any relevant Project Manual. Potential service provider must also comply with the Company’s Business Partner Code of Conduct in the submission of any proposal pursuant to this tender.

If you are bidding as part of a joint venture, partnership or similar, please make this clear in your submission. Likewise, if you propose to subcontract any part of the goods or services provision, then disclose this fact within your submission. The Company may require additional information from you and approval for subcontracting will not be automatic as subcontractors will be subject to Palladium’s Due Diligence process.

If you are successful, we will need you to complete our full due diligence process, which requires the completion of a self-assessment questionnaire on your business registration and operations. In addition to the completed questionnaire, you will have to provide supporting documents. These will include (but may not be limited to):
– Evidence of corporate registration (or equivalent)
– Relevant business insurances
– Audited accounts and tax clearance Certificates for the past two years
– Tax Identification Number (TIN)
– Evidence of business policies (e.g., code of conduct)|

Tenderer Costs

Tenderers are responsible at their own cost to make all arrangements and obtain and consider all information relating to the TOR; prepare, deliver and lodge their tender; deal with any issues, including disputes, that may arise out of the tendering process.

Confidentiality

The Tenderer acknowledges that in the course of this Tender, it may become acquainted with or have access to the CFYE’s Confidential Information (including the existence and terms of this Tender and the TOR). It agrees to maintain the confidence of the Confidential Information and to prevent its unauthorised disclosure to any other person.

The Tenderer will not disclose or use any Confidential Information except to the extent that such disclosure or use:
– is strictly necessary for submitting the Tender;
– is required by relevant laws;
– is authorised by prior written approval from the CFYE; or
– occurs after the Confidential Information already is or comes into the Tenderer’s possession (or in the public domain) otherwise than pursuant to this Tender, pursuant to a separate confidentiality undertaking by the Tenderer or a third parties’ (or that parties’) unauthorised disclosure.
– If the Tenderer is required to disclose Confidential Information due to a relevant law or legal proceedings, it will provide reasonable notice of such disclosure to the CFYE.
– The parties agree that this obligation applies during the Tender and after the completion of the process.

Conflict of Interest

Tenderers must notify the CFYE immediately if any actual, potential or perceived conflict of interest arises (a perceived conflict of interest is one in which a reasonable person would think that the person’s judgement and/or actions are likely to be compromised, whether due to a financial or personal interest (including those of family members) in the procurement or the CFYE).

How to Apply

Interested Service Providers (freelance designer, agency, or production house) are requested to provide a high-level proposal (technical and financial):

  • Tender to be written in English, Arial font 12
  • No more than 8 pages
  • Submit portfolio of similar projects executed (links to portfolio of similar projects developed can be provided within the tender document)
  • Submit CVs of all the nominated personnel expected to contribute to the performance of the project, including their names, surnames, title of their position and their proposed level of effort (not counted in the 8 pages)
  • Submit high level workplan (can be a Gantt chart)
  • Submit break-down of proposed budget for the assignment (breakdown of proposed fee structure and any other expected costs).
