We are searching for an experienced Country-based Monitoring, Evaluation & Learning Advisor at our Tunisia facility. 

Project Overview:

The Challenge Fund for Youth Employment (CFYE) is a 7-year programme funded by the Netherlands Ministry of Foreign Affairs, that aims to create a prosperous future for 230,000 young women and men in the Middle East, North Africa, Sahel & West Africa and Horn of Africa regions. The Fund will be supporting initiatives in 11 focus countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection. 

The aim of the Challenge Fund for Youth Employment (CFYE) is to improve economic prospects – via decent work and income – for up to 230,000 young men and women in the Middle East, North Africa, and Horn of Africa. In particular, the Fund will focus on opportunities for young women.

Role overview:

CFYE requires a Monitoring, Evaluation and Learning (MEL) Advisor in Tunisia to support on implementation of its data quality assurance and outcome verification approach with implementing partners (IPs).  This position is suitable for a mid-level MEL professional with excellent attention to detail and a strong background in data quality assurance. The MEL Advisor will need to operate independently after initial training/onboarding (while maintaining good communication about progress and reaching out for support from the Country Lead or Central MEL Advisor as needed on technical or operational questions).

 Primary Duties and Responsibilities: 

Specific Activities:

– Follow up on IP progress in addressing any identified gaps identified as part of their MEL System Assessment, and review new tools, MEL plans or system components developed by the IP.
– Review quarterly, annual or biannual results submitted by implementing partners, and conduct data quality assurance activities in accordance with CFYE guidelines (including outcome verification, site visits, etc).
– Summarize findings from outcome verification and share feedback with the Country Lead and central MEL team as well as the IP.
– Attend annual project progress review meetings to discuss findings and implications of the outcome verification exercise.
– Support IPs to update MEL Templates as required, based on learning and/or project design changes (in accordance with CFYE project change request process).
– Support additional project monitoring activities (e.g. data collection from IPs and/or beneficiaries) as required.
Prepare and realize online or on-site assistance and capacity building activities for the IPs on MEL, when needed.

Deliverables:

– Monthly reporting of tasks and activities carried out with IPs
– Summarized findings from outcome and outputs verification activities using provided templates.
– Timesheet needs to be included as a deliverable.

Reporting:

The MEL Advisor will report directly to the Country Lead with technical oversight from the MEL central team.

Planning and Expected Level of Effort (LOE):

– Period: 01st October – 31 December 2024.
– LOE will vary by month, depending on activities
– Total input: 20 days.
– Contract may be renewed for longer period if performance is satisfactory. Expected Level of engagement is about an average of 5 days per month.

Required Qualifications:

– Based in Tunisia and has the right to work in Tunisia
– Expertise in MEL, including experience developing and refining Results Chains/Theories of Change and Results Frameworks, indicator selection, baseline assessments, and setting targets
– Proven knowledge of the private sector in Tunisia, its challenges and development potential.
– Demonstrated experience in conducting data quality assurance processes, including results validation/verification for results self-reported by partners.
– Experience working on job creation programmes and knowledge of the key data quality risks in job creation programmes preferable
– Strong interpersonal skills and proven ability to develop and maintain effective working relationships across teams and organisations
– Excellent attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities while meeting timelines
– Experience using both qualitative and quantitative data collection/research techniques, and advising programme partners on the use of appropriate research techniques
– Willing to travel to IPs around the country
– Fluency in written and spoken English is compulsory
