Project Overview 

The Challenge Fund for Youth Employment (CFYE) is a 7-year and €135 million programme funded by the Netherlands Ministry of Foreign Affairs, that aims to create a prosperous future for 235,000 young women and men in the Middle East, North Africa, Sahel & West Africa and Horn of Africa regions. The Fund will be supporting initiatives in 11 focus countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection.

Private sector, civil society and knowledge institutions will be invited to submit proposals geared to scalable solutions for creating more and better jobs and income generating opportunities for youth. Solutions will in particular focus on an integrated approach that addresses the shortcomings on the demand side (jobs) and supply side (skills) and bridging the mismatch between these two in the labour market.

Assignment Overview 

Tagaddod, one of CFYE’s Implementing Partners (IPs), is a waste management company in Egypt specializing in the collection and refinement of used cooking oil, which is processed into valuable feedstock for biodiesel and Sustainable Aviation Fuel (SAF). Through its network of collection points and community-based initiatives, Tagaddod empowers individuals and households to contribute to sustainable waste management while creating income opportunities for women and waste collectors across urban and rural areas.  

As a company committed to advancing sustainability and fostering economic empowerment, Tagaddod was selected as a beneficiary of the Challenge Fund for Youth Employment. The project creates meaningful employment opportunities through its Women Ambassadors Program and operational teams, promoting a circular economy by turning waste into valuable resources.  

Recognizing the critical importance of optimizing its supply chain operations, Tagaddod is committed to significantly enhancing the efficiency and effectiveness of its collection, processing, and logistics systems. To achieve these objectives, the company is seeking to engage a highly skilled expert or consultant with extensive experience and specialized knowledge in supply chain management, particularly within the waste management or renewable energy sectors. To address this challenge, CFYE intends to support Aman through the following consultancy assignment. 

Objectives  

The primary objective of this consultancy is to advise and collaborate with Tagaddod with the aim to significantly enhance the efficiency and effectiveness of its collection, processing, and logistics systems. To reach this overall objective, we expect the consultant to work with Tagaddod on the following:  

  1. Fleet Management: Improving the efficiency and reliability of the vehicle fleet to ensure timely and cost-effective collection of used cooking oil from both residential households and commercial businesses. This includes optimizing routing, maintenance schedules, and vehicle utilization to maximize operational uptime and reduce expenses.  
  2. Warehouse Operations (WHS): Enhancing warehouse management systems to better handle the storage, processing, and distribution of collected materials. This involves implementing advanced inventory management techniques, automating processing workflows, and ensuring that warehouses are strategically located to facilitate easy and rapid collections.  
  3. Logistics Coordination: Streamlining logistics processes to ensure seamless coordination between collection points, processing facilities, and distribution channels. This includes improving data tracking and reporting mechanisms to monitor supply chain performance, identify bottlenecks, and implement continuous improvement initiatives.  
  4. Collection Efficiency: Encouraging and simplifying the collection process for used cooking oil by deploying user-friendly collection methods and engaging effectively with both households and businesses. This will help increase collection volumes and ensure a steady and reliable supply of materials for processing.  
  5. Operational Dependence: Addressing the high dependency of Tagaddod’s operations on the supply chain fleet and WHS by identifying areas for change and improvement. By doing so, the company aims to mitigate risks associated with supply chain disruptions and ensure consistent operational performance.  
  6. Scalability and Impact: Facilitating the scaling of Tagaddod’s operations by building a robust and scalable supply chain infrastructure that can support increased volumes and expanded service areas. This will enable the company to enhance its environmental impact and contribute more effectively to sustainable waste management and renewable energy initiatives. 

By streamlining supply chain management, Tagaddod not only enhances its operational performance but also creates a more supportive environment for its Women Ambassadors. Over time, these improvements can lead to increased trust, expanded roles, enhanced skill sets, and a more sustainable, impactful program—ultimately benefi ting both the ambassadors and the communities they serve 

Activities and Deliverables 

  • Initial Assessment / gap analysis to identify the key areas for improvement on the abovementioned objectives
  • Conduct a detailed assessment of Tagaddod’s current supply chain operations, including waste oil collection, warehouse, and fleet management.  
  • Provide actionable recommendations for improvement, incorporating lessons learned and best practices from successful supply chain initiatives in the waste management and renewable energy sectors.  
  • Translate the key findings of the assessment into a detailed Improvement Plan (for the next 12-18 Months) for Tagaddod
  • Develop a strategic plan to enhance Tagaddod’s supply chain operations, focusing on efficiency in waste oil collection, fleet utilization, and warehouse management.  
  • Develop a strategic plan to reach an average of 82% fulfilment optimized WH managements and vehicles capacity utilization  
  • Develop a focused strategy to increase fulfillment rates and enhance warehouse and fleet operations, ensuring seamless logistics and on-time deliveries.  
  • Outline specific activities, required budgets, expertise, and capacity-building measures necessary to achieve these improvements.  

Furthermore, we expect the consultant to deliver monthly high-level progress reports to Tagaddod and CFYE, summarizing key activities, milestones achieved, and any challenges encountered.  At the end of the assignment we expect a comprehensive final report documenting key activities undertaken, improvements realized, and impact achieved during the engagement period, including long-term recommendations for further enhancing supply chain efficiency and operational performance.  

These activities should lead to the following deliverables: 

  1. Comprehensive Assessment Report (End of Period) 
  2. Detailed Improvement Plan (12-18 Months) 
  3. Monthly Progress Reports (3 reports) 
  4. Final Report and Recommendations 

Operational Arrangements 

The consultant will be contracted by CFYE and will submit regular progress reports (at least monthly) to both Tagaddod’s management and the CFYE country lead. Day-to-day coordination will involve close collaboration with a designated representative from Tagaddod’s management team.  

The consultant is expected to work closely with the Tagaddod team and its partners, actively engaging in meetings and conducting site visits to key locations such as collection points, warehouses, and fleet hubs as needed. To ensure seamless collaboration, the consultant will dedicate an average of at least one day per week working from Tagaddod’s central office in Maadi, Cairo. 

Required Qualifications 

Individual consultants or consultancy firms that intend to share a proposal for this assignment should at least meet the following qualifications: 

  • Minimum Qualifications: A bachelor’s degree in a relevant field such as supply chain management, logistics, or operations management.  
  • Professional Experience: At least 8-10 years of demonstrated hands-on experience in supply chain management within the private sector, preferably in the waste management or recycling industry.  
  • Advisory Experience: A minimum of 5 years providing consulting or advisory services to companies in Egypt or similar markets on supply chain management and logistics.  
  • Industry Knowledge: Strong understanding and practical experience in Egypt’s waste management sector, particularly in used cooking oil collection or recycling, is highly desirable.  
  • Expertise in Supply Chain Management: Solid background in supply chain operations, preferably with a focus on waste management or recycling projects.  
  • Training Development and Delivery: Proven track record in designing and conducting in-company training programs tailored to organizational needs.  
  • Strong Communication Skills: Excellent communication and interpersonal abilities to collaborate effectively with diverse teams and stakeholders.  
  • Reporting Proficiency: Skilled in preparing comprehensive reports, summarizing progress, and providing actionable insights.  

NB: For individual consultant, the candidate should possess of a valid tax card. For consultancy companies, the company should be formally commercially registered as a business and have a valid registration with the tax office.  

Level of Effort and Duration   

This consultancy is supposed to start as soon as possible but no later than March 2025 and should take 3-4 months to successfully complete the assignment.  The assignment has a maximum level of effort (LoE) of 25 days.  

Submission of Proposal 

Interested consultants and/or consultancy companies are requested to submit their technical and financial proposals via egypt@cfye.nl by the 9th of February 2025 the latest. Financial proposal should specify the number of days per activity against a (net) daily rate in EGP. Technical proposal should at least include:  

  • Executive Summary: A brief overview of the consultants understanding and proposed solution. 
  • Qualifications: Highlight the consultants experience in risk management, credit scoring, and policy development, especially for first-time borrowers.  
  • Detailed CVs of key staff 
  • Methodology and Approach
