What is the clear distinction between creation of new jobs versus the other criteria? Is this defined by support of new businesses/founders? and how will sustainability be described here?

Created jobs are new jobs that did not exist before the project started; matched jobs are existing vacancies that have been filled as a result of the project; improved jobs are existing jobs or (informal) employment that have been improved or formalized.
