We are searching for an experienced Consultancy – Professional Development: Training and Coaching Expert at our Tunisia facility.
CFYE Overview:
The Challenge Fund for Youth Employment (CFYE) is a 7-year and €134 million programme funded by the Netherlands Ministry of Foreign Affairs, that aims to create a prosperous future for 230,000 young women and men in the Middle East, North Africa, Sahel & West Africa and Horn of Africa regions. The Fund will be supporting initiatives in 12 focus countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection.
Role Overview:
The Challenge Fund for Youth Employment has partnered with seven private sector entities in Tunisia to create, match and improve more than 10,000 jobs for youth in various regions and sectors.
As part of CFYE’s Technical Assistance (TA) facility, Implementing Partners (IPs) have identified an interest in receiving social impact training, specifically in leadership and youth management. The proposed TA aims to provide a professional development programme for a selected group of young managers at the different IPs, with a focus on those who are working on CFYE projects. The programme will consist of capacity building and coaching in youth leadership and communication, with the objective of better retention of their peers. This TA will address the critical need of being more youth-inclusive, innovative and thinking about long-term impact and sustainability of youth employment even beyond the ending of CFYE.
Success factors for this program include:
– IP management teams are better able to communicate with young team members and potential recruits, enhancing employee retention and attracting top talent.
– IPs have a better understanding of the needs of Gen Z employees and reduce stigmas when approaching this target group.
– IPs have a better understanding of best practices related to MYP (Meaningful Youth Participation) and can effectively implement these principles in their operations.
– Equip the participants with leadership knowledge, skills and practical tools useful to understand, mobilize and retain youth.
– Equip the participants with leadership awareness to enhance their chances of professional organizational development.
Specific Activities:
– Develop and deliver a three-day workshop of group coaching and training for young leaders in the companies on Leadership & Youth Management
– Develop and deliver a tailored coaching plan for each participating IP of at least 5 sessions, including group peer learning sessions. This should include a set of recommendations and practical suggestions in a form of an action plan and practical tools that youth leaders in the company can take forward and track their MYP progress.
– Provide coaching and design assistance to the youth leaders as they develop and implement their MYP action plans.
Deliverables:
– A workshop book/set of training resources with relevant content for participants and their colleagues to use in the future.
– A coaching report for each participant/IP with practical recommendations based on the profile analysis.
– Detailed action plans produced by the young leaders based on the guidance received from the consultant. This should include how the youth leaders will use the tools shared during the trainings to advance their MYP action plans.

The total LOE proposed for this assignment is 24 working days, with the breakdown of days highlighted above. This assignment should be completed no later than 30 September 2025. The Consultant/Organization will coordinate and report directly to the CFYE Tunisia country team, represented by both the Technical Assistance Manager and CFYE’s Country Lead in Tunisia. The CFYE Managers for Meaningful Youth Participation and Social Impact will be available to the Consultant as needed, as are the MYP and Social Impact e-Learnings produced through CFYE.

– Technical offer with suggested approach/methodology to the proposed activities
– Relevant track record of demonstrating completion of similar assignments
– High level workplan
– Break-down of proposed budget for the assignment, including all expected costs (breakdown of proposed fee structure and any other expected costs)
The selection of the service provider for this assignment will be based on the following criteria:
– Expertise and experience in leadership coaching.
– Strong background in meaningful youth participation.
– Experience and familiarity with the Tunisian context and private sector businesses within this context.
– Ability to conduct the assignment in French and Arabic.
– Ability to report in English (mission final report for CFYE)
– Clear and solid methodological proposal, outlining how to ensure successful delivery of the project.
– Cost-efficient financial proposal.
