What does the lead role exactly mean, and can a private sector be in the lead for coordination while the actual project will be taken on by e.g. an NGO?

The private sector partner will really need to lead the implementation of the project, but may team up with an NGO for certain developmental aspects, e.g. gender inclusion or youth engagement.
