Project Overview:

The Challenge Fund for Youth Employment (CFYE) is a 7-year (2019 – 2026) and €134 million programme funded by the Netherlands’ Ministry of Foreign Affairs that aims to create a prosperous future for 230,000 young women and men in the Middle East, North Africa, Sahel & West Africa and the Horn of Africa regions. The Fund will be supporting initiatives in 11 countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offers a stable income and safe working conditions, and contributes to their personal development and social protection.

The private sector, civil society and knowledge institutions will be invited to submit proposals geared to scalable solutions for creating more and better jobs and income-generating opportunities for youth. Solutions will, in particular, focus on an integrated approach that addresses the shortcomings on the demand side (jobs) and supply side (skills) and bridging the mismatch between these two in the labour market.

Primary Duties and Responsibilities: 

The expert is expected to achieve the following objectives (1 & 2) by conducting the key activities/tasks (1.1 to 2.4) below:
Objective 1Development of delivery structures for the Healthy Entrepreneurs Uganda Academy
Activity 1.1: Develop the learning process and road map for the delivery structure.
Activity 1.2: Conduct a Training of trainers on the developed content.
Activity 1.3: Develop the training, learning and capacity-building resources.

Objective 2. Build the capacity of Healthy Entrepreneurs Uganda staff in key result areas of their work:
Activity 2.1: Conduct capacity building in key professionalism areas (e.g planning & managing work, communication &  reporting, time management, etc).
Activity 2.2: Conduct capacity building in the area of business acumen e.g., sales skills.
Activity 2.3: Conduct capacity building on the use of different software applications e.g. MS Excel, etc.
Activity 2.4: Conduct commercial coaching for Community Health Entrepreneurs.

Deliverables:

The expert is expected to deliver the following outputs during the period of the consultancy:
1. A training needs assessment report to inform design of the delivery structure and capacity building.
2. A quality assessment report of the existing Healthy Entrepreneurs Uganda Academy curriculum.
3. A learning and development training resource/manual developed.
4. Tools and resources used in the rollout of HR and learning/training practices.
5. Comprehensive activity reports from each of the capacity-building activities.

Operational Arrangements:

Expert will report to the CFYE Country Lead in Uganda on contractual issues, and on a day-to-day basis, report to senior staff designated for you at our partners Healthy Entrepreneurs, where you will be posted.

Level of Effort:

This role will be provided over a period of 6 months, potentially starting from July 2023 and end in December 2023.

Required Qualifications:

Minimum Requirements :

–  A first degree or its equivalent in a field related to the assignment is essential.
–  Experience in some of the key areas of the assignment, including training and capacity building, sales and marketing, social marketing for public health products, human capital development and international development are desired.
–  Fluent in written and spoken English.

Core Competencies :

– Knowledge of effective and creative training delivery methods and approaches.
– Willingness to work with and be part of a team.
– Knowledge of local working style and culture.
– Experience supporting cross-cultural working teams.
– Experience working in European/Dutch working style and culture.
– Expert in effectively conducting capacity development training.
– Can be an individual or organisation (with a small team).
– Must have the right to work in or based in Uganda.
